Monroe County Opportunity Program (MCOP) began in 1965 under the Economic Opportunity Act as a Community Action Agency that provides services throughout Monroe County. Our rich history includes the partnering with local city and county government to administer the Monroe County Housing Commission. Currently, MCOP is a Michigan State Housing Development Authority (MSHDA)-designated Community Housing Development Authority (CHDO) for Monroe County and in this capacity, develops and implements many programs with affordable housing goals.
As a private, 501-C3 non-profit corporation, MCOP administers federal, state, local and private funds to achieve its mission of reducing the effects of poverty for Monroe County residents. To that end, the programs and services provided by MCOP are comprehensive and include Emergency Services, Community Food Program, Housing Quality & Energy Services, Transportation, Home Care, Home Chore, and Resource Advocacy.
