The Neighborhood Stabilization Program (NSP) is a partnership between the City of Monroe, Monroe County,MSHDA, and Frenchtown Township where foreclosed homes are purchased, rehabilitated, and sold as affordable housing.

This program provides Financial Literacy, Credit, Debt Reduction, and Saving along with banking basics and consumer protection. This class is offered at various times throughout the year. Please contact

This is a five year program to help clients become self sufficient. The goal is to get the client off assistance, and hopefully save for a home. A client must be on a housing voucher to qualify for this program. Please contact MCOP ext. 224 for more information.
This is a matched savings program that can be utilized for one of three choices. Start/Expand small business, post-secondary education or first time home buyer. Participants save a minimum of $20 per month. Please contact MCOP ext. 224 for more information.
This program Provides rental assistance up to 24 months for the homeless with income between 20%-30% of AMI. There are 4 different categories for this program: Domestic Violence, Youth, Chronic and families. Please contact MCOP ext. 203 for more information.
